Greetings from HRANI!
Hope you all are safe and healthy!
As you are aware the outbreak of pandemic COVID-19 across many countries of the world has caused immense loss to the lives of people. Social distancing has been unequivocally accepted to be the best way to contain its spread, leading to announcement of complete lockdown in the country.
The tough times do not last and together we have to win this battle. We should take this time period as an opportunity rather than a challenge and cater to the industry at a higher level in such tough situations.
Hotel and Restaurant Association of Northern India and its parent body along with state associations have been creating awareness and disseminating knowledge of various notifications from the Government among various stakeholders. We have requested for survival relief and stimulus to be extended to our industry. Waiver on all statutory, financial and non-financial obligations from an immediate effect was represented before both Central and State Government.
We have written to the Hon’ble Chief Ministers / Hon’ble Governor of all the ten states including UT’s requesting for their help for the hospitality industry in their respective states.
The Association has requested for Govt support at two levels… one, for waivers & financial relief for within the respective state and the second, for seeking their help for reaching out to the PMO, Finance Minister, Home Minister, Power Minister, Tourism Minister Govt. of India and to the Governor-RBI.

COVID- 19: Representation for ‘Survival & Revival Package’
To mitigate unemployment and avoid layoff due to lock down and its further impact, salaries to be subsidized by Government for lock in period and post six months for the survival of Hotels and Restaurants.
A deferment of twelve months for all statutory dues like advance tax payments, PF, ESIC without interest and delay penalty.
At the State government level, the excise fee for Bars in Hotels and Restaurants should be either waived off for 6 months or period may be extended to further 6 months as the same has already been paid for the Year 2020-2021.
The State Government shall waive Fixed Power Charges by the Electricity Department for 6 Months and waiver of interest and penalty on unpaid bills for at least 6 months.
The Municipal Authorities may be directed to give waiver of House tax / property tax and Water charges w.e.f. from April 1, 2020 to at least three years (2020 -2023).
Deferment of all renewals, across the tourism, travel, hospitality industry for the Year 2020-2021.
GST holiday for one year for the survival of industry.
Enable the GST already collected to be used by companies as working capital and to be deposited post 12 months without attracting penal interest.
Release of SEIS and EPCG schemes on an urgent basis based on last year's submissions of foreign exchange earnings of companies at an enhanced rate of 10%.
To set up a task force in association with stakeholders, trade association to fast track the situation.

The Government of Himachal Pradesh in its Cabinet meeting presided over by Hon’ble Chief Minister Sh. Jai Ram Thakur today i.e. May 2, 2020 approved following reliefs to revive the economy in the State of H.P.in the wake of corona pandemic.
Government had decided to waive off electricity demand charges for the period of six months for Hotels and Restaurants thereby providing them relief of about Rs. 15 crore.
Excise and taxation license fee for bar would be waived off and lifting quota of bars would be on pro-rata basis.
Government would also provide support to HPTDC by providing support to the Corporation for paying salaries of its employees.
Token tax and special road tax would be waived off for 4 months and no penalty would be imposed on owners of private vehicles on account of delay on renewal of registration and permits etc.
The Hon’ble Chief Minister also assured that the State Government would also take up the matter regarding EPFO, ESIC at appropriate level so that the same could be redressed at the earliest.
A Task Force has been constituted which will be headed by Jal Shakti Minister Sh. Mahender Singh to give suggestions for other remedial measures to be taken to revive the economy. The other members of this Sub Committee would be Education Minister Sh. Suresh Bhardwaj, Industries Minister Sh. Vikram Singh and Transport Minister Sh. Govind Thakur.

Impact of COVID 19 - Request for urgent relief measures from Reserve Bank of India
RBI has already provided three months moratorium on EMIs of principle and interest payments on loans and recalculation of working capital from Financial Institutions which needs to be extended for next twelve months.
To allow restructuring of loans by extending it to minimum 2 years.
The EMIs of principle and interest payments on loans and recalculation of working capital from Financial Institutions for moratorium needs to be without any accrued and accumulated interest.
To allow working capital at low rate of interest.
Grant of Infrastructure status to hospitality industry with immediate effect enabling the sector to repay the loan in
a longer time period, treating at par with other infrastructure projects

Apart from webinars being organised, FHRAI has also submitted representations to the Central and State Government. The broadcast are being sent to all members by FHRAI and also through its four regional associations (HRANI, HRAWI, SIHRA and HRAEI).
HRANI also acknowledges the efforts of its MC Members who are taking up the issues through their state and city level associations.
Uttar Pradesh Hotel and Restaurant Association – Representations to waive of all statutory, financial and non-financial obligations falling due from an immediate effect were sent to the Govt. These included items such as Provident Fund, ESI contribution, GST payments, adjustments of advance tax. Also relief package such as waiver on Excise fee, Power Bills and fixed charges, house tax, water charges and GST holiday were also represented by UPHRA.
The Uttar Pradesh Pollution Control Board has provided relief to the industries who were not able to apply for renewal of consent (water & air ) by pollution department due to lock down. The Uttar Pradesh Pollution Control Board vide its order dated 28/4/2020 has permitted to apply for renewal of consent to operate for water and air by pollution department after the lock down period is over.
Shimla Hotel and Restaurant Association – A delegation led by Mr. Sanjay Sood, MC Member, HRANI & President, SHRA met Sh. Jai Ram Thakur, Hon’ble Chief Minister, H.P. and submitted representation on waiver of Excise fee, Power Bills and fixed charges, Property tax, water charges and GST holiday.
HRANI and SHRA are glad to inform that to revive the economy of the State of H.P.in the wake of corona pandemic, the Government of Himachal Pradesh in its Cabinet meeting presided by Hon’ble Chief Minister Sh. Jai Ram Thakur approved various reliefs today i.e. May 2, 2020. The reliefs are listed at S.No 2 in the above document.
