HRANI takes up industry concerns with FSSAI
Hotel and Restaurant Association of Northern India (HRANI) has been taking up industry concerns with various departments of the Central and State government through representations. Continuing the efforts, a memorandum on the industry concerns was sent to Food Safety & Standards Authority of India (FSSAI) to review the standards.
  • Review of Food Safety Training & Certification (FOSTAC) eligibility criteria: The qualification criteria for Food safety supervisor under FOSTAC (advance catering) for the hotels and restaurants employees to be relaxed from Graduation. The eligibility should be based mainly on experience of working employees and not on educational qualification.

    Therefore, keeping in view small and budget hotels and working staff, FSSAI has been requested to give relaxation in the educational qualification.

  • Review and change of Packaging & Labeling Regulation 2011: The Food Business operator should not be held responsible for violation of Regulation No.2.2.2.10 of Food Safety & Standards (Packaging & Labeling) Regulation 2011. The FBO / Hotel / Restaurant should not be harassed / penalised for misbranding, packaging and labelling of packed sample procured from FSSAI accredited vendors with a proper valid bill of the product procurement. The offences mentioned in chapter 9 of the Act (clause 52 / 53) should be amended accordingly.

  • Condition of enclosure of HRACC certificate to be changed on FSSAI website: The mandatory condition for Hotels to enclose Classification Certificate by (HRACC), Ministry of Tourism Govt of India has been mentioned in the list of documents required for FSSAI State / Central license which needs to be changed and amended in line with the Advisory dated February 7, 2019 as the Classification Certification is a voluntary scheme of Ministry of Tourism, Govt of India.

HRANI thanks the SDMC for releasing open-space dining policy
The South Delhi Municipal Corporation recently notified the Policy for use of open space / terrace abutting the licensed Eating House for service purpose. HRANI has submitted a representation proposal to the South Delhi Municipal Corporation (SDMC) to allow open-air dining on rooftops and lawns for hospitality units amid of COVID -19 crises.

According to the policy, the SDMC will allow open-air dining at restaurants under its jurisdiction with certain riders. The policy says that open-air dining will be allowed only at those restaurants where open areas or terraces are privately owned, which means that there should be no encroachments on public land or footpaths. The open space should not have a direct opening to the main road.

The open-air dining policy does not allow cooking of food or barbecue in the open space. "Open spaces/terrace abutting licensed eating houses only will be allowed to be used as a service area. The food should be cooked in closed kitchens and only serving of food would be allowed open air.

To avail of the benefit of the policy, traders will have to pay a licence fee to the civic body. The detailed policy can be downloaded from http://hrani.net.in/pdf/policy_for_use_of_open_space.pdf

In this period of crisis, HRANI is thankful to the Mayor and Commissioner South Delhi Municipal Corporation for the releasing and notifying the said policy as it would also lower the risk of the virus spreading, when compared to closed rooms with air-conditioning said Mr. Surendra Kumar Jaiswal, President, HRANI.

He further added that we have also requested the EDMC and NDMC to implement the same in their respective zones so that the hospitality units located in other zones can also be benefitted and we hope positive results very soon
Sh. Prahlad Singh Patel, Union Minister of State for Culture and Tourism (IC) discusses ease of travel with state Tourism Ministers.
The Union Minister of State for Culture and Tourism (IC), Sh. Prahlad Singh Patel in a virtual meeting with tourism ministers and officials of 21 states and UTs discussed facilitating ease of travel between states and UT's for promoting domestic tourism.

This meeting was in continuation of the meeting held on 15th October 2020 attended by State Tourism Ministers / Officials from 15 States / UTs. Secretary, Ministry of Tourism, Shri Yogendra Tripathi, DG, Tourism, Ms. Meenakshi Sharma and other senior officials of the Tourism Ministry also attended the meeting.

The agenda of the meeting also included incentives being offered by States/UTs, working on a system for assessment, awareness and training for the hospitality industry(SAATHI) for the adherence of safety norms.

Speaking on the occasion, Union Tourism Minister said that the tourism sector is amongst the worst hit sectors during COVID-19 pandemic but with mutual support we are continuously talking to its stakeholders and have taken some initiatives for revival of the tourism sector and hoped that the tourism sector will pick up pace again soon.   • Facilitating Ease of Travel between States/UTs for promoting Domestic Tourism.

  • Incentives being offered by States/UTs to the Tourism and Hospitality Sector.

  • Working on System for Assessment, Awareness and Training for Hospitality Industry (SAATHI) for the adherence of safety norms.

  • Suggestions on Way Forward for revival of Tourism, including working on the National Integrated Database of Hospitality Industry (NIDHI) Scheme of the Ministry of Tourism to create a robust database of hospitality units etc.

HRANI requests for waiver of transaction / commission charges on Credit Cards.
Widening the scope of MSME Credit Guarantee Scheme will help in aiding the resurgence of the hospitality sector but there is a lot more support required to keep the Survival, Revival, and Thrival of the industry. Going further, HRANI has requested the Ministry of Finance and RBI for waiver of transaction / commission charges on Credit Cards charged by Banks

A representation on the same has been sent to the Principal Secretary to Prime Minister, Finance Minister; Minister of State for Finance; Governor, RBI and Secretary, Finance.

Following the vision of the Hon'ble Prime Minister who has always been a strong proponent of digital payment and has time and again endorsed digital and cashless economy, the association has made this appeal.
